The City of Niagara Falls is committed to providing opportunities for the community to stay active and healthy.
The Municipal Fee Assistance Pilot Program was developed to provide residents with additional subsidies to participate in municipal recreation programs.
Applications will be accepted year-round with subsidy approval for the current year (The year for subsidy purposes will run from May to April) . Applicants must reapply each year (May to April). Online applications are preferred, however, hard copies will be made available upon request.
Funding Details
Qualifying Families are eligible to receive:
- Children 17 and under – 50% discount on all registered programs.
- Maximum of four (4) programs per youth, per calendar year. One program per season (summer, spring, fall and winter).
- No funds will be given directly to the applicant upon approval.
- Discounts are not transferable between individuals or families.
- Families – Free Activity Pass for open swim and public skating at municipal pools and arenas for current calendar year access (A family is considered 2 adults and youth within the same household).
Eligibility Requirements
Residents of the City of Niagara Falls, Canada, with a household income that falls below the before tax Low Income Cut-Off (LICO) line for your family size. Children must be 17 and under to qualify for the program subsidy.

Funding for the Municipal Fee Assistance Program must be applied for annually. NOTE: approval of an application in a previous year does not guarantee funding in a future year.
Application Process
- A completed online Municipal Fee Assistance Program application or a hard copy submitted to the Recreation & Culture Office at the MacBain Community Centre, including all required supporting documentation.
- The application must be accompanied with a copy of the previous year’s Notice of Assessment for each adult in the household from the Canada Revenue Agency (CRA).
- Eligibility is determined by a household income that falls below the before tax Low Income Cut-Off (LICO) line for your family size.
- Applicants must be residents of Niagara Falls, Canada. Proof of residency can include a copy of a driver’s license, property tax bill, school transcript, utility bill.
- Date of birth (DOB) must be provided for all individuals applying for funding. Proof of DOB may be required in the form of a copy of a birth certificate or school transcript.
- The individual applying, for themselves and/or on behalf of member(s) of their household, must be 18 years of age or older.
