Municipal Fee Assistance

We want everyone in Niagara Falls to stay active and healthy. If money is tight, we may be able to help you or your family join recreational programs like swimming, skating, and more!


About the Municipal Fee Assistance Program

This program offers discounts to help people with lower incomes join City recreation programs.

  • Applications will be accepted until the end of January each year. The subsidy period runs from May until the following April
  • You must apply annually. Approval of a previous application does not guarantee funding in a future year

Funding details

If you qualify, you can receive:

For children (17 and under):

  • 50% off all registered City programs (Up to four programs each year. One per summer, spring, fall and winter season)
  • No money goes directly to you; the City applies the discount
  • Discounts are not transferable between individuals or families

For families:

  • A free Activity Pass for open swims and public skates during the current calendar year (for 2 adults and children living in the same home)

Who can apply?

You can apply if:

  • You live in Niagara Falls, Ontario
  • Your household income is below the federal Low Income Cut-Off (LICO) for your family size
  • You are 18 or older and applying for yourself or your children (17 and under)
  • If your income changes during the year (like job loss, maternity leave, or disability), contact us. You might still qualify for help

Low income cut-off (LICO) income limits

The City uses the 2022 low income cut-off criteria (before tax):

  • 1 person: $25,146
  • 2 people: $31,304
  • 3 people: $38,484
  • 4 people: $46,726
  • 5 people: $52,996
  • 6 people: $59,771
  • 7 persons or more: $66,546

How to apply

To apply, you’ll need to:

  1. Complete the online application form
  2. Upload the following documents:
    • Proof of income: Current Canada Revenue Assessment (CRA) Notice of Assessment for each adult in your home
    • Proof of address: We accept a copy of a driver’s license, utility bill, property tax bill or school transcript
    • Proof of birthdate: For everyone applying (birth certificate or school transcript)
