Remove or Lift a Holding Provision

What is a Holding Provision?

In accordance with Section 36 of the Planning Act, City Council has the authority to apply a holding “H” symbol to a Zoning By-law that is passed under Section 34 of the Planning Act.

Holding provisions restrict the use / development of certain lands until outstanding conditions of development are satisfied. For example, a holding symbol may be applied in cases where additional study work is required, or municipal infrastructure is not in place. City Council has the authority to remove / lift a holding provision when the conditions of development are satisfied.
