Update: The Canadian Union of Postal Workers moved to rotating strikes on October 11, 2025.

Per Canada Post: During the rotating strike, Canada Post will accept, process and deliver mail and parcels in unaffected areas, and customers should expect delays.

What you need to know during Canada Post's rotating strike :

Residents and property owners in the City of Niagara Falls will still be able to manage their accounts with the City despite the Canada Post rotating strike. The City is committed to reducing the impact on residents and businesses during this labour disruption whenever feasible.

City account holders may not receive their water or tax bills or be able to make payments through mail delivery on time. However, City accounts must be kept up to date to avoid penalties.

Closure Notice: Niagara Falls City Hall is temporarily closed for renovations until November 2025. City services can still be accessed online or in person at the Wayne Thomson Building (4343 Morrison Street) and the MacBain Community Centre (7150 Montrose Road). Visit niagarafalls.ca for details. 

The following alternative payment and account inquiry options are available:

  • Sign up for the MyCity Dashboard for:
    • Online access to your accounts
    • Making payments through Paymentus (processing fee applies)
    • Sign up for e-billing through the MyCity Dashboard or by request sent to [email protected]
    • NoteCertain notices, such as Disconnection Notices, may revert to hand delivery methods during this time
  • Sign up for our pre-authorized payment plans:
  • Make your payments or inquire about your accounts in person at:
    • Wayne Thomson Building (4343 Morrison Street, Mon-Fri, 8:30 a.m. to 4:30 p.m.)
    • MacBain Community Centre (7150 Montrose Road, Mon-Fri, 8:30 a.m. to 4:30 p.m.)
  • Make cheque payments at the drop boxes located:
    • Outside City Hall (along Erie Avenue)
    • Outside the MacBain Community Centre double doors
  • Make payments at any bank, credit union or trust company (up to and including the due date)
  • Make your payments online through your financial institution

Water Billing

The annual recalculation for Water Account Equal Payment Plans is taking place this month. Updated payment amounts will take effect with the October 31, 2025, withdrawal.

Property owners receiving water bills from the City are reminded that these payments are due as billed, even if they do not receive the physical bill. Water bills and notices issued after September 23rd, 2025, will be significantly delayed.

Disconnection Notices may revert to hand delivery during this time, and tenants are reminded that payments are due as billed, even when there is a delay in receiving the physical bill. Tenants are encouraged to contact the Water Department to schedule a payment arrangement to delay or avoid disconnection.

Municipal Property Tax
Please note that the due dates for tax installments of September 30, 2025, for Residential properties,  and October 31, 2025, for Commercial properties will remain unchanged.

If you have already sent payment by mail and it has not been received due to the postal strike, a penalty is still applicable to the account and is charged on the 1st of each month.

Accounts Receivable and Accounts Payable
Vendors: Please email invoices to [email protected] as an alternative to mail.  Cheque payments from the City of Niagara Falls may be delayed. Cheques that have been printed can be picked up in person with the Cashiers at the Wayne Thompson building. To ensure prompt payment, consider signing up for EFT payment by emailing [email protected] and completing an Electronic Funds Transfer Authorization Form as well as a void cheque in order to register.

Customers: Regardless of the postal disruption, customers must pay amounts due to the City of Niagara Falls by the due date indicated on their invoice.  Payments can be made online through Paymentus (processing fee applies) at niagarafalls.ca, or in person at Wayne Thomson Building (4343 Morrison Street, Mon-Fri, 8:30 a.m. to 4:30 p.m.). Clerk's Office
During the strike, essential documents, including Freedom of Information (FOI) requests, marriage licence registrations, and death registrations, will be managed through private couriers to avoid delays.

Parking Tickets
The public will still be responsible for paying Penalty/Parking Infraction Notices on pre-set due dates. The following methods of payment are available:

Planning, Building & Development
For applications during the postal strike, the Planning, Building and Development Department will continue to process applications in accordance with the legislative requirements of the Ontario Planning Act, c.P.13, R.S.O 1990.
