Project Background: The City of Niagara Falls is undertaking a Class Environmental Assessment (Class EA) study to assess alternative operational improvements to the offset intersection of Fallsview Boulevard, Ferry Street and Buchanan Avenue. The study will also review possible operational and streetscape improvements on Fallsview Boulevard from Ferry Street to Murray Street.
The main purpose of this study is to review the traffic operations of the current offset intersection and to consider alternative means of improving the traffic operations at the intersection and immediate affected roadways. The study will also review traffic operations on Fallsview Boulevard and identify possible streetscape improvement opportunities for this important roadway and pedestrian linkage between the Victoria and Fallsview tourist areas of Niagara Falls.
Project Process: This study follows the planning process of a Schedule B project under the Municipal Engineers Association (MEA) Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 and 2015). Through this process, the study team will identify the problems and/or opportunities associated with the intersection operations and the Fallsview Roadway from Murray Street to Ferry Street, assess alternative ways to address the identified problems and/or opportunities, and select a preferred solution that addresses the project goals and has minimal impact on the surrounding social, economic and natural environments. Consultation with the affected public, stakeholders and regulatory agencies is an important part of the planning process.

- problem/opportunity statement
- assessment of alternative solutions based on technical and environmental considerations
