  • Notice of Application and Open House (AM-2025-029) - 6735 Caledonia Street, 6990 Concord Crescent & 6980 Concord Crescent - Zoning By-law Amendment Application

    Description

    A Zoning By-law Amendment application has been submitted to facilitate the development of a two-storey mosque and community building consisting of a prayer hall, gymnasium, private school, daycare, and other ancillary uses, as shown on Schedules 1 and 2 in the attached notice. The proposed building will replace the existing single-storey mosque.

    The subject lands are designated Residential in the City’s Official Plan, which permits a wide range of residential uses and a variety of ancillary uses including schools, churches, and recreational and community facilities. An Official Plan Amendment is not required to facilitate the proposed development.

    The subject lands are zoned Residential 1C Density Zone. The applicant is proposing to rezone the lands to Institutional (I) Zone. Site-specific zoning relief is requested to add a private school as a permitted use, to increase the maximum building height, and to reduce the minimum lot frontage, minimum front yard depth, minimum easterly interior side yard width, and minimum manoeuvring aisle width.

  • Notice of Committee of Adjustment Public Meeting (A-2025-065) - 5686 Lewis Avenue - Minor Variance Application

    Description

    The subject property known as 5686 Lewis  Ave is located on the south-east side of Lewis Avenue between Centre Street and Magdalen Street.

    The applicant is requesting the Committee of Adjustment to consider minor variances from provisions of Zoning By-law No 79-200, as amended, through a process permitted by Section 45(1) of the Planning Act (R.S.O. 1990, c.P.13).

    Proposal: The applicant is proposing to add a new penthouse hotel suite within an existing servicing room on the fourth floor of the existing building. The subject property is zoned Tourist Commercial (TC & TC-161) in accordance with Zoning By-law No. 79-200, as amended by By-law No. 2012-060, as amended, in part, by By-law No. 1986-259.     Description

    Official Plan Amendment and Zoning By-law Amendment applications have been submitted to facilitate the construction of a proposed 4 storey residential apartment containing 18 units. Schedule 1 shows the details of the proposed development.

    The subject lands are designated Employment Lands, in accordance with the City of Niagara Falls Official Plan and are located within the Prestige Industrial zone in accordance with Zoning By-law No. 79-200.

    Description

    A Zoning By-law Amendment application has been submitted to permit the use of the existing dwelling as 2 Vacation Rental Units. Schedule 1 in the attached notice shows the details of the proposal.

    The subject lands are designated Tourist Commercial in accordance with the City of Niagara Falls Official Plan.  Vacation Rental Units are permitted within the designation and as such, no Official Plan Amendment is required to facilitate the request.

    Description

    An Official Plan and Zoning By-law Amendment applications have been submitted for a policy exemption from Section 13.56.1 of the Official Plan pertaining to Special Policy Area #56 is required to permit the development to proceed prior to a Secondary Plan and to rezone the subject lands to a site-specific Residential Apartment 5D Density (R5D) zone to allow for the 2 apartment buildings, 6 storeys in height with a total of 106 units and Environmental Protection Area.

  • Notice of Application for Variance to the Sign By-law (SV-2025-004) - 4848-4960 Clifton Hill - (HOCO - "Creepy Castle") Fascia Sign Variance

    Description

    An application has been made for a variance to the Sign By-law to permit three (3) fascia signs on the south, west, and east elevations that project above the parapet line of the building. The Sign By-law does not permit the upper limit of a fascia sign from projecting above the roofline or parapet of a building. The three signs project above the parapet by 0.32m, 0.69m, and 0.32m.   • Notice of Application & Open House (AM-2025-025 & 26CD-11-2025-003) - Part 4336 Willick Road (PID 5807) - Zoning By-law Amendment & Draft Plan of Vacant Land Condominium Application

    Description

    Zoning By-law Amendment and Draft Plan of Vacant Land Condominium applications have been submitted to facilitate the development of 78 townhouse dwelling units, and common elements including private roads, parking areas, and landscaping, as shown on Schedule 1. The applications only apply to the portion of 4336 Willick Road that is located within the Urban Boundary.

    The subject lands are designated Residential, in part, Environmental Conservation Area, in part, and Environmental Protection Area, in part, in accordance with the City’s Official Plan, and are located within Special Policy Area No. 8. An Official Plan Amendment is not requested to facilitate the proposed development. 

    The lands are zoned Agricultural 3 (A3) Zone, in part, Open Space Conservation (OSC) Zone, in part, and Commercial Highway (CH-1) Zone, in part, in accordance with Zoning By-law No. 79-200, as amended. The applicant is proposing to rezone the lands to a site-specific Residential Low Density, Group Multiple Dwelling (R4) Zone, in part, and Environmental Protection Area (EPA) Zone, in part.

    The concurrent Draft Plan of Vacant Land Condominium application proposes to divide the subject lands into 78 units of land, and establish private roads, parking areas, and landscaping as common elements.

  • Notice of Passing of By-Law No.2025-130 to Extend Interim Control By-Law No.2024-126

    Description

    The purpose and effect of By-law No. 2025-130 is to extend Interim Control Bylaw 2024-126 to March 31st, 2026. The purpose of the Interim Control By-law is to restrict any new settlement area and settlement area boundary expansion applications for the duration identified in the Interim Control By-law. City staff will continue to undertake necessary policy and related study work to develop policies that address privately initiated new settlement area and settlement area boundary expansion applications.

  • Notice of Construction - Burdette Drive Sanitary Laterals

    Description

  • Notice of Road Closure - Portage Road from Althea Street to the CN Railway Tracks

    Description

    Effective November 12, 2025 to approximately December 19, 2025,  Portage Road will be closed for construction.  The City of Niagara Falls will be completing the road reconstruction and sanitary service replacement, complete with all restorations on Portage Road from Althea Street to the Canadian National Railway Tracks.  Please see the attached notice for further information.

  • Notice of Construction - Thundering Waters Trunk Sewer Rehabilitation

    Description

    Niagara Region is proceeding with rehabilitation to the Thundering Waters Trunk Sanitary Sewer along Oldfield Road and a utility easement in between John Daly Way to Dorchester Road in the City of Niagara Falls. Construction work will consist of the rehabilitation of 1.8 kms of concrete sewer and manholes along the Thundering Waters sewer system.
    The Region has retained Insituform Technologies for this construction project and Robinson Consultants to provide the construction administration and inspection services.
    Project Status
    Construction is anticipated to begin September 8, 2025 and is expected to be completed by June 2026.

    What to Expect

    • Residents can expect construction vehicles and related truck traffic, and a degree of construction-related noise, dust and short-term inconvenience. During the lining process the Contractor will also be required to work night shifts and 24/7 operations for brief periods.
    • Odours from the resin used to line the sewer may be noticeable during the rehabilitation phase of this work. Although low levels of this harmless odour may be noticeable at times, it presents no risk to human health.
    • Construction and traffic signage will be posted and public services such as emergency services, garbage/recycling collection and school buses will be advised of the construction work.
    • Construction lane restrictions, lane closures and road closures resulting in traffic delays are expected but will be minimized. Alternate routes around the construction zone will be posted and should be followed.
    • No planned service interruptions to water, wastewater, electricity, or gas are expected. During the sewer lining process, residents will be asked to minimize water usage.
    • There will be no changes to garbage, recycling, and organic collection as a result of the construction. If needed, the contractor will carry bins to a more accessible location and return once emptied. Residents should label their bins to ensure they are not misplaced.

  • Notice of Construction - Contract# 2025-501-19 Elm Street, Maple Street and Homewood Avenue

    Description

    The City of Niagara Falls, has retained Alfidome Construction to complete a sewer separation, watermain replacement and full road reconstruction in this area (see attached notice for map view).  The work is scheduled to commence on or about April 21st, 2025 and will be continuous until completion, approximately late December 2025, weather permitting.

    • Notice of Commencement - Portage Trunk Sewer Rehabilitation

      Description

      Niagara Region is carrying out the preliminary and detailed design of improvements to the Portage Trunk Sewer, located in the City of Niagara Falls.

      The Portage Trunk Sewer is located along a hydro corridor between the rear yards of Sheldon Street and Darcy Crescent / Maplewood Avenue. Sewage is discharged from the Kalar Road Sewage Pumping Station into the trunk sewer at an access chamber located south of the rear fence line at 6606 Sheldon Street. The sewer continues eastward for approximately 1.3 kilometers before discharging to the Stamford Interceptor and ultimately the Niagara Falls Wastewater Treatment Plant.

      The detailed design is anticipated to be completed by winter 2025.

      • QEW Burlington Skyway Southbound Lane Structural Rehabilitations & NB and SB Electrical Work (GWP 2385-15-00)

        Description

        The Ontario Ministry of Transportation (MTO) has retained WSP Canada Inc. (WSP) to undertake the Detail Design and Class Environmental Assessment Study (Class EA) for the structural rehabilitations of the Queen Elizabeth Way (QEW) Burlington Skyway southbound lane and the completion of electrical work on both the northbound and southbound QEW, within the City of Hamilton
        and the City of Burlington.

        The Burlington Skyway Niagara Bound structure will be rehabilitated in three main stages with all four lanes maintained during daytime and nightly lane closures as required. During each stage there will be single lane closures on the QEW throughout the weekends (Friday Night to Monday morning, approximately eight weekends per construction season) to rehabilitate the middle portions of the deck. Three lanes will be maintained over the Skyway structure during these weekend lane closures. Construction is expected to last for 3 years, and is anticipated to start in Spring 2024 with completion by Fall 2026.
