  • Notice of Public Meeting - 2430 St. Paul Avenue - Official Plan and Zoning By-law Amendment Application (AM-2024-009)

    Description

    An Official Plan Amendment and Zoning By-law Amendment application has been submitted to facilitate the development of an apartment dwelling containing two towers with maximum building heights of 56 metres (15 storeys) and 68 metres (19 storeys) and a total of 295 dwelling units. Schedules 1 and 2 show the details of the proposal. 

    The subject lands are located within Special Policy Area 26 and are designated Residential in accordance with the City of Niagara Falls Official Plan and Official Plan Amendment No. 27, which permits a maximum building height of 10 storeys and a maximum density of 75 units per hectare. An Official Plan Amendment has been requested to permit the proposed building heights and a density of 210 units per hectare.

    The lands are zoned Residential Apartment 5B Density (R5B-498) Zone, in accordance with Zoning By-law No. 79-200, as amended by By-law No. 2013-059. As-of-right, By-law No. 2013-059 permits the development of a 10-storey, 101-unit apartment dwelling with or without neighbourhood commercial uses on a portion of the ground floor. The applicant is proposing to repeal By-law No. 2013-059 and rezone the lands to a new site-specific R5B Zone that permits an increase to the maximum height of a building or structure and reductions to the following: minimum lot area for each dwelling unit, minimum front yard depth, minimum interior side yard width, minimum exterior side yard width, and parking space requirement. Relief is also required to increase the projection of balconies into the required exterior side yard.

  • Notice of Application & Open House Meeting - 9062 Sodom Road - ZBA & Draft Plan of Subdivision Modification Applications (AM-2024-016 & 26T-11-2018-002)

    Description

    Zoning By-law Amendment and Draft Plan of Subdivision Modification applications have been submitted to facilitate the creation of five new lots for detached dwellings. These lots will be added to the approved Chippawa East Draft Plan of Subdivision, which borders the subject lands to the south and east. Schedules 1 and 2 shows the details of the proposal.

    The Official Plan designates the subject property as Residential. Detached dwellings are permitted under this designation.

    The subject lands are currently zoned Rural (R) Zone in accordance with Zoning By-law No. 79-200, as amended. The applicant is proposing to rezone the lands to a site-specific Residential Mixed (R3) Zone. The proposed Zoning By-law Amendment would permit the use of detached dwellings. Site-specific amendments have been requested to facilitate increases to the maximum lot coverage and maximum height of a building or structure, reductions to the minimum rear yard depth, minimum landscaped open space, minimum lot area, and to establish a minimum front yard depth and a minimum exterior side yard width.

  • Notice of Public Meeting - 6888 Drummond Road - Official Plan and Zoning By-law Amendment Application (AM-2024-012)

    Description

    An official plan and zoning by-law amendment application has been submitted to facilitate the development of a 192-bed long term care facility and associated health-care commercial uses. The applicant is proposing a special policy designation to permit the increase of the gross floor area of the neighbourhood commercial uses and that these uses shall be located closer than 500 metres from any other commercial development. Schedule 1 shows the details of the proposal.

    The land is currently zoned Residential Apartment 5B Density Zone (R5B-627) in accordance with Zoning By-law No. 79-200, as amended by By-law No. 2003-156. The applicant is requesting an Institutional zone and to add the use of a clinic. The requested zoning by-law amendment includes the reduction of the front yard depth, a reduction of the parking maneuvering aisle, reduction to the length of the loading space and increase to the maximum height of a building.

  • Notice of Public Committee of Adjustment Hearing (B-2024-009 & A-2024-029) - 3770 Montrose Road - Consent & Minor Variance

    Description

    The subject property known as 3770 Montrose Rd is located on the east side of Montrose Road between Cardinal Drive and Thorold Stone Road. The applicant is proposing to convey a 5.451 ha parcel of land (“new lot”) comprised of Parts 1, 2 3, and 4 (outlined in red on Schedule 1) for future residential development consisting of 18 semi-detached dwellings, 174 townhouse dwellings and 52 stacked townhouse dwellings. The 6.807 ha retained lot, comprised of Parts 5, 6, 7 and 8 (outlined in blue on Schedule 1), will maintain the existing commercial uses. See details or proposed easements in the attached.

    The new lot, comprised of Parts 1 to 4, is zoned Residential Low Density, Group Multiple Dwelling (R4-1187) Zone, in accordance with Zoning By-law No. 79-200, as amended by By-law 2022-088 and 2023-013 and further amended by Committee of Adjustment Decisions A-2023-014 and A-2024-010. The retained lot, comprised of Parts 5 to 8, is zoned Planning Shopping Centre Commercial (SC-724) Zone, in accordance with Zoning By-law No.  79-200, as amended by By-law No. 2005-119.

    A concurrent minor variance application requesting relief for the retained lot (Parts 5 to 8 on Schedule 1) has been submitted to facilitate the proposed consent. See details of the variances in the attached.

  • Notice of Public Committee of Adjustment Hearing (A-2024-013) - 6080 Dunn Street - Minor Variance

    Description

    The subject property known as 6080 Dunn Street is located on the south side of Dunn Street between Drummond Road and Ailanthus Avenue.

    The applicant is requesting the Committee of Adjustment to consider minor variances from provisions of Zoning By-law No 79-200, as amended, through a process permitted by Section 45(1) of the Planning Act (R.S.O. 1990, c.P.13). The applicant is also requesting the Committee of Adjustment to consider an extension/enlargement of a legal non-conforming use, through a process permitted by Section 45(a)(i) and 45(2)(ii) of the Planning Act (R.S.O. 199, c.P13).

  • Notice of Public Committee of Adjustment Hearing (A-2024-027) - 5629 Swayze Drive - Minor Variance

    Description

    The subject property known as 5629 Swayze Dr is located on the north-east side of Swayze Drive between Stanley Avenue and Heritage Drive.

    The applicant is requesting the Committee of Adjustment to consider a minor variance from a provision of Zoning By-law No. 79-200, as amended, through a process permitted by Section 45(1) of the Planning Act (R.S.O. 1990, c.P.13).

  • Notice of Commencement - Portage Trunk Sewer Rehabilitation

    Description

    Niagara Region is carrying out the preliminary and detailed design of improvements to the Portage Trunk Sewer, located in the City of Niagara Falls.

    The Portage Trunk Sewer is located along a hydro corridor between the rear yards of Sheldon Street and Darcy Crescent / Maplewood Avenue. Sewage is discharged from the Kalar Road Sewage Pumping Station into the trunk sewer at an access chamber located south of the rear fence line at 6606 Sheldon Street. The sewer continues eastward for approximately 1.3 kilometers before discharging to the Stamford Interceptor and ultimately the Niagara Falls Wastewater Treatment Plant.

    The detailed design is anticipated to be completed by winter 2025.

    Description

    The City of Niagara Falls will be undertaking the replacement of the surface course asphalt on the following streets:

  • Notice of Construction - Stanley Avenue Business Park Watermain Replacement - Phase 3 - CONTRACT No. 2024-523-20

    Description

    The City of Niagara Falls will be completing the watermain replacement and water service replacement, complete with all restorations on;

    Progress Street (from Earl Thomas Avenue to the turnaround)
    Kister Road (from Don Murie Street to Progress Street)

    At times it may be difficult to drive through the above location due to construction in progress. In accordance with the contract documents, the contractor, Nexterra Substructures Inc. is required to notify the emergency services of their daily operations.

    The work is scheduled to commence on June 11, 2024 and will be continuous until completion, approximately October 2024 weather permitting. Equipment will start arriving on site as early as June 11, 2024. 

    It is anticipated that one lane traffic will be maintained during construction with the exception of planned rolling road closures. The timing and limits of all road closures will be provided in advance.

    The City of Niagara Falls will be undertaking the resurfacing of the asphalt road and the replacement of deficient concrete curb and sidewalk (if applicable) on the following streets:

  • Notice of Construction - Ferry Street Reconstruction

    Description

    Provincial Construction Inc. will be performing road reconstruction including underground infrastructure replacements, new curbs and sidewalks, decorative street lighting, and landscaping for the City of Niagara Falls on the following streets:

    Ferry Street from Stanley Avenue to Clark / Ellen Avenue
    Buchanan Avenue from Spring Street to Ferry Street

    The project will be completed over two separate construction periods as follows:

    Period 1: April 22nd to June 28th, 2024
    Period 2: September 3rd to November 29th, 2024

    The period from June 29th to Labour Day 2024 will be a shutdown period during the peak tourist season. During the shutdown period, the road and sidewalks will be temporarily restored and traffic operations will return to normal conditions.

    A road closure on Ferry Street is required in order to safely complete the deep underground servicing. Although the road will be closed to through traffic, local access to businesses and properties within the work zone will be maintained by the contractor during construction. Through traffic will be detoured around the work zone.

    In accordance with the contract documents, the contractor, Provincial Construction Inc. is required to notify emergency services of their daily operations.

    The work is scheduled to commence on April 22nd, 2024 with completion expected by the end of November 2024, weather permitting.

  • Hydrant Flushing - 2024

    Description

     The City of Niagara Falls fire hydrant flushing program began on April 2, 2024, and will continue on into the fall of 2024. This is performed as part of a scheduled preventative maintenance program to help maintain good water quality and to improve water flow in your neighbourhood. The flushing will be moving to the areas bordered by McLeod, Chippawa Py, Hydro Canal and Stanley (see map for further detail). If you reside in this area, you may notice a temporary decrease in your water pressure, and may experience discoloured water. If discolouration occurs, running a cold water tap closest to your water meter for a short period of time should alleviate the problem. Should you have any questions, concerns or persistent issues, please contact the Municipal Service Centre at 905-356-1355. The City’s Annual Water Report can be viewed online at www.niagarafalls.ca or in person at the Municipal Service Centre at 3200 Stanley Avenue.

  • Notice of Construction - Main Street (Chippawa) Road Reconstruction (Sodom Road to Dock Street)

    Description

    The City of Niagara Falls will be conducting various infrastructure improvements on Main Street Chippawa including new sanitary and storm sewers, full depth road reconstruction, new sidewalks, bicycle lanes, driveways, curbs, and boulevards on;

    Main Street Chippawa (Dock Street to Oliver Street)
    Main Street Chippawa (Oliver Street to Sodom Road)

    This contract will be carried out for the City of Niagara Falls by Baiocco Construction Corp

    At times it may be difficult to drive through the above location due to construction progress. Due to the scope of the work involved, Main Street Chippawa may be limited to one side of pedestrian traffic at times. Driveway accessibility will be affected periodically during sidewalk construction with every effort being made to give advance notice as these restrictions are implemented

    Construction is tentatively scheduled to commence on April 9, 2024, and will be continuous until completion, approximately November 2024 weather and supplies permitting.

    Two lanes of traffic will be maintained whenever possible. Rolling road closures of Main Street Chippawa are expected within the various stages of construction during the sanitary sewer and storm sewer installation. The timing and limits of all road closures will be provided in advance.

  • Notice of Construction - Beck Road Bridge Replacement

    Description

    The City of Niagara Falls will be completing the reconstruction of Beck Road Bridge over Lyon’s Creek.
    Beck Road at Lyon’s Creek will be closed for the duration of construction. A signed detour will be setup along Marshall Road, Stanley Avenue, Rexinger Road, and Lyon’s Creek Road. In accordance with the contract documents, the contractor, Rankin Construction Inc. is required to notify emergency services of their daily operations.
    The work is scheduled to commence on December 4, 2023 and will be continuous until completion, approximately July 2024 weather permitting.

    • QEW Burlington Skyway Southbound Lane Structural Rehabilitations & NB and SB Electrical Work (GWP 2385-15-00)

      Description

      The Ontario Ministry of Transportation (MTO) has retained WSP Canada Inc. (WSP) to undertake the Detail Design and Class Environmental Assessment Study (Class EA) for the structural rehabilitations of the Queen Elizabeth Way (QEW) Burlington Skyway southbound lane and the completion of electrical work on both the northbound and southbound QEW, within the City of Hamilton
      and the City of Burlington.

      The Burlington Skyway Niagara Bound structure will be rehabilitated in three main stages with all four lanes maintained during daytime and nightly lane closures as required. During each stage there will be single lane closures on the QEW throughout the weekends (Friday Night to Monday morning, approximately eight weekends per construction season) to rehabilitate the middle portions of the deck. Three lanes will be maintained over the Skyway structure during these weekend lane closures. Construction is expected to last for 3 years, and is anticipated to start in Spring 2024 with completion by Fall 2026.

      • Road Widening and Reconstruction of Montrose Road (Regional Road 98), Lyons Creek Road (Regional Road 47) and Biggar Road in the City of Niagara Falls

        Description

        Please be advised that the Niagara Region and City of Niagara Falls will be widening and reconstructing the following roads in the City of Niagara Falls under Contract No. 2021-T-269:

        *Montrose Road (Regional Road 98) from Grassy Brook Road to 450m South of Lyons Creek Road (Regional Road 47)
        * Lyons Creek Road (Regional Road 47) from Willodell Road to Montrose Road (Regional Road 98)
        * Biggar Road from Montrose Road (Regional Road 98) to 850m West


        This contract will be carried out on behalf of Niagara Region and City of Niagara Falls by Beam-Rankin Joint Venture Ltd. Construction is tentatively scheduled to begin in the coming weeks. Construction is anticipated to be completed by July 2024, weather permitting. The consulting engineer, Parsons Inc., has also been retained to provide construction inspection and administration services.

        Residents are advised to visit the Niagara Region’s website niagararegion.ca/projects/montrose-lyons-creek-ea for upcoming project updates, road closures and related detour routes.
