City of Niagara Falls launches Pilot Project for Owner Occupied Short-Term Rentals

NIAGARA FALLS, ON - The City of Niagara Falls is launching a 14-month pilot project to assess the feasibility of Owner Occupied Short-Term Rentals (OOSTRs) in residential areas. This program will run from August 2025 to September 2026. Applications are now open for interested residents.

An Owner-Occupied Short-Term Rental is defined as a home occupation in a dwelling unit within or accessory to a Principal Residence that the owner rents out to a single group of the travelling public for a period of 28 consecutive days or less. These rentals must be licensed by the City of Niagara Falls to ensure compliance with local regulations.

Licenced OOSTRs are being permitted as part of the pilot project that will allow up to 100 licenses and conclude at the end of September 2026. Following this, City staff will report back to Council on the program's success, and a decision will be made to determine whether OOSTRs should continue. View the July 8, 2025, Report to Council.

Residents interested in participating in the program must submit a complete application to qualify. It is important to note that submission of an application does not guarantee acceptance into the program.
