Frequently requested by-laws

A by-law to establish administrative penalties for non-parking.

Our Animal Control By-law is enforced by the Niagara SPCA and Humane Society. It promotes responsible pet ownership and animal care within the community. By regulating the care, licensing, and control of animals, it helps protect public safety, ensures the humane treatment of animals, and fosters a harmonious environment for residents and their pets.

  • By-law 2018-91: To amend By-law 79-200 and introduce new definitions and regulatory provisions respecting Bed and Breakfasts.
  • By-law 2021-57: To regulate and license Vacation Rental Units and Bed and Breakfast Establishments, and also contains fines and penalties. This by-law was amended by By-law 2025-033 to include Owner Occupied Short-Term Rentals.

Accessible parking by-law

A By-law to require owners and operators of off-street parking facilities to provide designated parking spaces reserved for the sole use of vehicles operated by or carrying persons with disabilities.

Parking and traffic by-law

A by-law regulating parking and traffic on City Roads.

Parking on private and city property by-law

A by-law to prohibit the parking or leaving of motor vehicles on private property and on property owned or occupied by the City of Niagara Falls or any local board thereof.

The Planning Act allows for by-laws respecting the conveyance of land to a municipality for park purposes.

  • By-law 2022-130: Concerning the removal of the requirement of parkland dedication for certain development and redevelopment of land for residential purposes within identified Community Improvement Plan area boundaries of the City
  • By-law 2022-131: Respecting the conveyance of land for park purposes as a condition of development or redevelopment of land zoned for specific commercial and industrial purposes
  • By-law 2022-132: To set a lesser rate of dedication of parkland or cash-in-lieu required for any Community Improvement Area in the City

Sign By-law

A by-law to prohibit or regulate the placing or erecting of signs, notices, and advertising devices on public and private property within the City of Niagara Falls.

Under the Smoke-Free Ontario Act 2017, you can't smoke in any enclosed public places and workplaces in Ontario.

Smoke and vape-free outdoor spaces by-law 

The Niagara Region enacted the Smoke and Vape-Free Outdoor Spaces By-law to protect children and vulnerable persons from exposure to second-hand smoke and vapour.

Smoking tobacco, cannabis and using an electronic cigarette (vaping) is prohibited in public spaces that are maintained throughout the City of Niagara Falls and the Niagara Region. Including:

  • Beaches
  • Recreation trails
  • Parks, playgrounds and sports fields
  • Splash pads and outdoor pools
  • Arenas and recreation centres
  • Outdoor areas of municipal and regional buildings
  • Within nine metres of an entrance or exit of a publicly accessible place, building or workplace
  • Bus shelters

Niagara's waterpipe by-law

Waterpipe smoking (tobacco and herbal) is not allowed in various public places in Niagara, including:

  • Enclosed public spaces and workplaces
  • Outdoor public patios
  • Within nine metres of a publicly accessible entrance or exit
  • Outdoor public areas such as parks, playgrounds, and beaches

The Swimming Pool By-law establishes regulations for all above-ground, in-ground, and seasonal pools installed within the City. These rules include requirements for location and pool enclosures (fences and gates).

A by-law to prohibit or regulate the destruction, injury and planting of trees on municipal property within the City of Niagara Falls.
