Transportation Master Plan Update
The City of Niagara Falls has completed a comprehensive Transportation Master Plan (TMP) Update to build off the existing Sustainable Transportation Master Plan (2011). The goal of the TMP is to accommodate growth in the city to the year 2051 and to provide a safe, equitable, and accessible transportation network promoting connections to areas of growth, neighboring municipalities, and key economic corridors, while enhancing the tourism experience for visitors to the City.
The TMP outlines a strategic transportation vision and provides recommendations to shape and support growth into the future, providing attainable goals as the City continues to expand. The TMP focuses on the multi-modal (walking, cycling, transit, and driving) needs of the City of Niagara Falls, including the urban and rural communities, downtown districts, and the world-renown tourist area. Niagara Falls is projected to receive significant growth in the coming years. A robust transportation plan is crucial to ensuring proposed solutions and recommendations are integrated, accessible, and efficient for facilitating the movement of both people and goods.
Trails & Active Transportation Master Plan
The City also has completed a Trails and Active Transportation Master Plan (TATMP) that will support the growth of infrastructure to support walking, cycling, and rolling within the City. The TATMP focuses on identifying key destinations within the city including community services, education institutions, parkland, transit facilities, tourist sites and commercial districts, as well as barriers within the network. Both the TMP and the TATMP have been a coordinated effort to develop a community-focused plan that helps residents and tourists move around the City more efficiently.
Study Process
The TMP and TATMP have been completed in accordance with the Master Plan process outlined by the Municipal Engineers' Association, adhering to the requirements of Phase 1 and Phase 2 of the Municipal Class Environmental Assessment (MCEA).
The Reports
The TMP and TATMP reports are being placed on the public record for a 30-day comment period in accordance with the MCEA, beginning June 1st, 2026. Electronic copies of the TMP and TATMP can be reviewed and downloaded at: https://letstalk.niagarafalls.ca/tmp

In addition, a Section 16 request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester's full name and contact information for the Ministry.
Requests should specify what kind of order is being requested (request for conditions or for an individual/ comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts, and any information in support of the statements in the request. This will ensure the Ministry is able to efficiently begin reviewing the request.
