2026 Mayor’s Proposed Capital Budget Book available for public viewing

NIAGARA FALLS, ON— We are pleased to announce that the 2026 Mayor’s Proposed Capital Budget Book is now publicly available, a copy of which can be found at the following link: Budgets
Based on the Mayoral Directive to Staff (MD-2025) on July 29, 2025, Finance staff will be presenting the 2026 Mayor’s Proposed Capital Budget at the Special Council meeting on November 25, 2025, at 4:00 pm.
The Budget Book includes business cases for 118 capital project submissions with a total gross value of $83.3M. Staff have reviewed and prioritized the projects, based on a new Project Prioritization Pilot during the 2026 capital budget process. The prioritization considered 14 different criteria for each project, helping to ensure the projects were evaluated in a consistent manner. Out of the 118 capital projects submitted, 112 are proposed to be funded with a total gross value of $78.5M, including funding of $27.6M from grants and external contributions.
The 2026 capital budget focuses both on investments in managing current assets but also strategic investments and enabling growth. 40% or $31.4M of the $78.5M capital budget relates to maintaining existing assets. 39% or $30.9M relates to enabling growth and strategic investment. 21% or $16.2M relates to service level enhancements.
In 2023, there were several legislative changes under the Strong Mayor’s Act and the key dates pertaining to the Mayor’s Proposed 2026 Capital Budget have been summarized below:
- 30-Day Review Period (for Council Amendments)
- November 4, 2025, to December 3, 2025 (unless shortened by way of Council Resolution)
- 10-Day Veto Period (Mayor's opportunity to veto amendments)
- December 4, 2025, to December 13, 2025 (unless shortened by written notice from the Mayor)
- This will only apply if there are Council Amendments brought forward during the 30 Day review period
- 15-day Override Period (Council override of Mayor's Veto 2/3 majority)
- December 14, 2025 to December 28, 2025 (unless shortened by way of Council Resolution)
- This is only applicable if the Mayor exercises his Veto during the 10 Day Veto Period

- Requests for Delegations to Council shall be submitted in writing to the Clerk twenty-four (24) hours prior to the commencement of the Meeting via the following link: Deputation Request
- Written correspondence shall be submitted to the City Clerk via email to clerk@niagarafalls.ca or by mail to 4310 Queen Street, Niagara Falls, ON L2E 6X5, Attn: City Clerk, no later than 12 noon the day preceding the Council meeting.
