Ditches and Culverts

Ditches play an important role in managing stormwater and preventing flooding. Culverts are pipes or structures under roads, railways, driveways, or other obstructions that ensure water flows smoothly in drainage ditches without causing blockages or flooding.

How to report a ditch or culvert concern

Reporting blockages, erosion, damage, or other concerns helps keep roads safe and the drainage system working properly.

You can report a concern in a few easy ways.

Note: Include the exact location of the ditch (street name and nearest address or intersection). A photo is optional, but it can help crews assess and resolve the issue more quickly.

Homeowner responsibilities versus city responsibilities

Homeowners are responsible for maintaining their driveway culverts and cutting and cleaning the ditch lines in front of their property. This includes removing weeds, overgrowth, garbage, and debris from their ditch.

The city will investigate flooded, blocked, or uneven/improperly sloped ditches and is responsible for culverts on city-maintained roads. We are also responsible for ditch line clearance in rural settings that do not abut residential property. The Niagara Region is responsible for culverts on Regional road sections.

Please note that a by-law prohibits draining your grey water into sidewalks, roads, or your ditch.

Entrance and culvert permits

If you plan to do any work in a ditch, such as placing or replacing a culvert, you must get approval from the City and may need a permit. Learn more and apply for an entrance and culvert permit.
