City Housing Strategy

The City of Niagara Falls developed a Housing Strategy to guide future housing needs and support more affordable, diverse, and accessible housing options.


In 2021, the City of Niagara Falls undertook a Housing Directions Study, whose first phase was a Housing Needs and Supply Report.  The Housing Needs and Supply Report provided a comprehensive understanding of the City’s housing market and key housing issues to provide guidance on future ownership, rental, and affordable housing initiatives in the City. The Study also assessed the City’s current and future unmet housing demand, emphasizing the housing continuum and recommended that the City set a 40% affordability target for all new housing.

The second phase of the Study was the development of the City’s Housing Strategy, which builds upon findings of the Housing Needs and Supply Report (Phase 1) and recommends 21 actions that can be grouped under the following six themes:

  • Establish affordable housing targets
  • Promote a greater diversity of housing types
  • Ensure a healthy supply of rental units
  • Increase public education and provide advocacy for partnerships
  • Provide a variety of financial incentives to promote and facilitate the development of affordable and rental housing
  • Monitor and report

Council adopted the Housing Strategy in March 2022.
