On Thursday, July 23, Niagara Regional Council passed a temporary face covering by-law (By-law 2020-46) to require residents to wear mandatory face coverings in enclosed public places, and on Regional and Municipal transit beginning Friday, July 31stThis by-law is to help reduce the spread of COVID-19 in indoor public spaces as more businesses and services begin to reopen. Exemptions and other details are posted at niagararegion.ca/covid19.


The City of Niagara Falls is offering access to select services by appointment only, and in person payment opportunities without an appointment, at City Hall and at MacBain Community Centre, Monday through Friday between the hours of 8:30am and 4:30pm.  In gradually reopening our services, the municipality is ensuring that we can welcome the public safely back into City facilities.

Individuals accessing services in person will see enhanced health and safety precautions, including barrier glass at customer service counters, floor markings to support physical distancing requirements of 2 metres, hand hygiene stations, enhanced cleaning, and signage reminders to help with traffic flow and to control occupancy.

Masks must be worn by members of the public in all municipal buildings and on municipal property.

The City will continue to offer virtual services, as technology becomes a bigger part of the new normal. We continue to encourage all residents to seek alternative methods to connect with City staff, such as online or by telephone. Many City services can also be paid for through our website and we continue to encourage everyone to use alternatives to paying in person. Taxes can be paid through your bank, or by mail.

City Hall - 4310 Queen Street

Arrive at City Hall’s main entrance doors 10 minutes in advance of the scheduled appointment time. All customers will be greeted by security staff who will provide COVID screening assistance and direction. With the lobby’s current limited capacity, customers may be asked to line-up physically distanced outside of the entrance doors until they can be safely accommodated. Once your screening is complete, a staff member will meet you.

Staff handling paperwork will be behind barrier glass and will sanitize their hands before and after handling your documents.

Where physical distancing is not possible, the city strongly recommends that members of the public wear masks in municipal buildings and on municipal property.

Appointments to file building permit applications must be made by email or telephone prior to the arrival to City Hall.
All application forms must be filled out and completed prior to the arrival at City Hall.

Applicants are to sanitize their hands before and after delivering permit packages using the hand sanitizer provided in the foyer.
Applicants shall place their permit package through the opening provided through the barrier glass.

  • updating ownership and mailing address changes
  • purchasing bus passes
  • tenants signing up for water

MacBain Centre - 7150 Montrose Road

Effective August 10, 2020 residents and businesses have the opportunity to utilize select services available at the MyCity Customer Service Desk at the MacBain Community Centre, from 8:30 am to 4:30 pm, Monday to Friday, without an appointment. For services that still require an appointment, please arrive at least 10 minutes in advance of the scheduled appointment time to accommodate the screening process. 

All visitors to the building will be required to wear a mask, and complete the COVID questionnaire screening process, either through our App or via an attendant. If you have an appointment, please wait in the lobby until your name is called for your appointment.  You will either be directed to the appropriate location, or a staff member will meet you.

Staff handling paperwork will be behind glass and will sanitize their hands before and after handling your paperwork.

Please note, the YMCA remains closed. Please check their website ymcaofniagara.org for regular updates. TasteBuds Café is also currently closed. Public washrooms are available at the MacBain Community Centre park.

Effective August 10, 2020, residents and businesses have the opportunity to utilize select services available at the Wayne Thomson Building, from 8:30 am to 4:30 pm, Monday to Friday, with a scheduled appointment.

Arrive at the Wayne Thomson Building doors 10 minutes in advance of the scheduled appointment time. Call the staff member with whom you have made the appointment, and they will come to the door to greet you. Use the QR code on the door to self-screen for COVID, and show the staff member the COVID screening approval on your phone to enter.
